The spare tire won't come off? Most newer GM trucks/SUV's have a secondary lock that holds your spare tire in place under your vehicle if the winch fails while driving. Your owners manual will tell you how to release it. On my 2500 truck you had to rotate the winch past tight or past all the way up untill you heard some clicking then try and lower the tire. It may take a few tries to get it to come down. I've only heard of a few that needed to be cut out.
