My impala is overheating

I have a 2002 Chevy Impala that is trying to
overheat a fuse keeps blowing and one of the fans
is not working should I start with replacing the
thermostat first I need suggestions please

first determine if it's the head gasket before you put a bunch of $$ into it , is there goop under the oil fill cap , is the exhaust white ? , Then find the electrical problem and get the fans to work , then you can replace the thermostat and maybe the temp. sensor top off the coolant ,
