will a stopped up catalytic converter cause hesitation on the road and mainly going up hill

2001 chevy malibu automatic 6 cylinder ..sudden hesitation will only do 25 in
town and have to let off gas to change from first gear but still wont speed up
and will not pull a hill and giving it gas doesnt do anything ..its like it isnt
getting the gas on steep hills  ..was told it is my catylictic converter ..is this
possible
