my speedometer jumped from 39k's to 69k's overnight when the car was parked. I suspect a short of some kind. Ever heard of such a thing. It's reading is authinticated as 39 k's.

I never heard of it before, I would also guess an electronic circuit problem in the instrument cluster somewhere. It sounds as if perhaps the chip is tricking the odometer that the vehicle is moving even though the car is parked.
