2000 monte carlo overheating

I have 2000 chevy monte carlo thats over heating
ive replaced thermostat ive flushed system old
owner said he replaced radiator couple years ago  
ive checked fans they work but dont seem to be
coming on at all what should i do next

If the temp. climbs and the fans work but aren't coming on then I'd replace the temp. sensor , check wiring for anything obvious , scan even if the light ain't on for any pending codes
