steering wheel loose on a 86 oldsmobile 98 regency brougham

the car has an adjustable steering wheel. the mechanics that i took the car to to look at it
said that there are 4 bolts that can be tightened down to fix this issue but they were
gonna charge me 100 dollars to fix it. i just decided to do it myself. where would these
bolts be? or is that even the problem.

100 dollars is cheap. after you spend several hours and trying to figure out how to get to the 4 bolts and remove them to apply lock tite to the threads and reinstall them . and without breaking parts on removal and purchasing special tools to remove lock plate and steering wheel. again 100 dollars is cheap . new car dealers would be at least $225.00 plus sales tax.
