Sounds like it vapor locked,meaning getting to much fuel,may i ask why did you change the regulator?Problem before the change?

What should be done is a fuel pressure gauge hooked up onto the Schrader Valve, and checked for proper fuel pressure, which should be 56 to 63 lbs. Then just let it sit while watching the fuel pressure gage to see if the pressure holds. (with the key off) It should not drop more than 5 lbs. in 3 minutes. You say it sounds like the motor is locked up which is an indication to me it is flooded due to a leaking spider injection assembly. As you must be aware of now that since you replaced the fuel regulator, that you can replace individual parts of the injection system. This is not recommended since you would be back in fixing something else within 6 months, in your case sooner. The spider injection assembly has ben redesigned and should be replaced as a hole unit.

It will not turn at all like the starter not working but i got that tested it passed but i had them give me new one still motor locked

Also check the flywheel to make sure it is in tacked. They do crack and the ring gear would be out of line for the starter.

Where was some teeth off the flywheel

So then the trany would have to be dropped or the motor pulled in-order to change. The starter is working but not turning the engine over. If the motor was running fine before, and the flywheel is not damaged too bad, you may be able to turn the engine over by hand to get to some good teeth on the ring gear for the starter to engage to start the engine, if you need to get it somewhere to fix.
