rebuilt engine in 1968 Barracuda

just had my 340 formula S Plymouth Barracuda engine rebuilt and the rebuilder
says the timing can't be set properly because it was overbored to 0.060. Can
that possibly be? Up to about 2800 rpm it acts like it has a misfire and smooths
out after that. Also, water squirts out one of the mounting holes of the
passenger side valve cover.

If you got water coming out of any where on that motor then I'd say he's blowing smoke , There's a lot of tech in matching up custom engine building , who over bored the motor ?
Sounds like they bored into the cooling jacket. But they're not going to admit they messed up! Hope that helps! Jim
You can set the time on any built motor. If every thing is correct like,timing marks on gears( cam,&crank), also all bearings( cam crank rod main bearings) as well as valves adjusted correct, no play in timing chain, there should be no water squinting out of engine (NNNOOO WHERE) WHO TOLD YOU THAT) head gasket bad head cracked,block cracked,turned to much,to thin hole in cylinder,intake gasket something is definitely wrong with build somebody's jerkin your chain full of brown stinking shit!!!!!
