I have a 1972 Cuda, and there is what looks like a foot pump right above the head light dimmer. What is it for?

And people back in 1972 were probably thinking what a marvelous innovation that was, considering the previous generation had to hand crank their own windshield wipers and lacked washer fluid at all. Ah the simple days when you could work on your car without needing a degree in computer science.
