can i jack up a 98 blazer with a bumper jack

Depends on the bumper, if you had big steel aftermarket bumpers that can take the weight, sure, but factory bumpers with the bumper covers, no way. It's too east for bumper jacks to cause a vehicle to roll away without chocking the wheels. Best to lift under the lift points with a scissor jack or floor jack, and never work under a vehicle just on a jack, put blocking or jack stands under it before crawling under there.

I looked up the lift points on your vehicle, use the frame to lift not the bumper. I agree with Ken.
