it's the horn button in the steering wheel- take it apart and see if the contacts need adjustment-

Also check the wires going to the horn itself and make sure they are not frayed or open, rubbing against another wire. Does this only happen when you are driving? Maybe you got a Chicago car. My bet would be what jamnblues said, the horn button or contacts.
