I have a 1998 Chevy Lumina with a 3.1 liter V6 and the starter went out. I got it rebuilt and it is still not starting. I also got a new battery thinking that had something to do with it.

Check to see if your gettin spark and/or fuel.... to check spark (doing this step @night or in dark garage helps) remove plug wire harness from plug. Remove plug and reattach wire... have assistant turn key to start car and watch to see if you see a spark @ tip of plug. If not you need to start checking plugs to be fouled, then wires, then coil packs etc....working your back though system. if you do get spark then next take off your intake manifold shroud after the air filter and spray carburetor cleaner into the intake manifold... and then try and start it again... if it starts ( it will only for a brief moment unless you keep spraying carburetor cleaner) then you're not getting fuel and need to check your fuel pump, fuel filter and your injectors etc... I went through the exact same thing on my Lumina and it ended up being the fuel pump.
