All Road Runners were RM, RH is for a sport satellite, 23 is your body code- two door coupe, F is your engine code- 318 2bbl, 9 is the build year, and G is the assembly plant, St Louis.

Engine code is the 5th digit in the VIN, in this case a F, which for 1969 is a 318 2bbl. the G in the vin is the assembly plant which is St Louis.
