My 97' Lumina won't start at all... all the lights come on when the key is in the ignition but when you turn it over, absolutely nothing happens.Could this be the actual chip in the passkey?

We checked the batter, it's fine, we checked the terminals for looseness and/or corrosion, they seem fine. However, the security light comes on when you try and turn it over... Could this be the passkey and the chip embedded on it causing this problem? I simply am not in a position to spend any money right now as we just had a baby and times are tough up here in Canada
