I use pure water for Polo 4 1.4 BBy engen and the water pump has CREAMY SCUM and water not pure, what could be the problem?

water pump has CREAMY SCUM in it what might be the problem?

i checked the engine oil it is sill pure dos not seem to have contaminated with any substance.
