What year model? If I remember correctly there was a recall on some mid to late 90's models for the circuit board in the windshield wiper motor assembly.
the lower speeds run through resisters high is direct, you may have fried the resister board.
wiper was frozen to window turned on it tried to work but couldn"t the next time I tried the wiper would work on high speed only
