Can't run just water, need to have a 50/50 anti-freeze mix. Also system may need the air purged out of it. Do this by leaving the radiator cap off while warming up to operating temp, Fluid may spew out of the radiator, just the air coming threw. Keep topping it off when the level drops until full. Other wise replace the thermostat, and purge air out of system.
