89 gmc sierra 2500 5.7 the check engine light blinks rapidly with the engine running or not. What does it mean?

Question type: Maintenance & Repair

Have replaced plugs, wires, dist cap and rotor, and the pcv valve. Valves clatter on
acceleration. Check engine light flashes continuously when ignition is on with engine
running or not
