69 Galaxie factory air 18k original miles, ps. 2 door
hard top. Guy says it's got a 351 in it. What's it
worth? Hes asking 22k back seat still has the
factory plastic wrap on the seat belts.

18K original or 218K? Look on Hemming's Motor news to get an idea of value but I would say well under 20k even if they can prove it only has 18k on it and it looks like new.
Galaxies really took a dive design-wise in the late 60's and so did their popularity, but being a super low-mileage all original (and I assume perfect condition) survivor, he's probably not that far off price wise. There is no way to determine a price comparison either, so it's really what someone wants to pay for it, that's what he will get. You can try Hemmings for some valuation on it, or Bring-a-trailer, or the big auction houses like Barret-Jackson or Mecum. In one of those venues it might sell for half his asking price or double. (more likely half, lol) but it's a total crap shoot.
If this was a special car with a performance package and a big block it could fetch a high price but with an average engine and no performance goodies it is not really not that valuable. I see super low mile cars for sale all the time. People ask a lot but they just don't sell if there is nothing else to make them stand out.

He also has it listed for $18,500. It certainly looks clean and it has factory air which is a plus. If you really want it then buy it but you may have to pay more than it is worth.
He also has it listed for $22,500. Not sure if he lowered the price or raised it. Offer what you think it is worth. I doubt he has any offers near this price level.
Can also shoot him/her a lower offer. It is a lower option car, would be worth more with a big block 390 or better yet 429. The only caveat is most of the value it has comes from being a one-owner low mileage survivor. After you buy it, it becomes a two-owner car, and if you start driving it everywhere it loses the low-mileage survivor status.
