2015 optima one brake light stays bright other works in sync with pedal - what is issue?

If this is happening when the parking lights and/or headlights are on then the bulb was installed incorrectly. If it's constantly on even during the daytime, some circuit/accessory in the car is somewhow dumping voltage into the wire for that bulb. Start by checking the bulbs.
