Currently our dash monitor always show -40 for the weather temperature. Where is the sensor that monitors OUTSIDE ambient temperature to give the reading on the instrument-panel-cluster ?

I really don't think it's quite that cold. Just by chance, 40 below C and 40below F are the same temperature. Click these pictures, you don't mention the year of your bimmer.

Davidh25 You are right it isn't -40 however it is 95+ today. I will check the locations that is in your reply. Thanks Rozzer

Your ambient temp sensor in the right lower bumper panel is most likely damaged or failed. This is quite common from people hitting curbs.
