Start by checking the hydraulic fluid in the PS pump, if low it will whine like that, as for the clunk..what engine do you have? Is is a transverse, or sideways mounted motor?
aslo i don't understand if you mean you have already done the timing belt, or are asking if it should be..if not, by all that's holy at 103,000 miles it is WAY overdue

David, will changing the power steering fluid get rid of this 'angry whining chimp" sound? my car is pretty new and sounds like it belongs in the wild, Ignore. or have a power steering blood transfusion?
Changing it out, probably not. The fluid that is, That sounds more like you need a new pump

...crap. Aint gonna do it. with 33,000 miles on it,...starting to get angry. Just turn up the music and ignore, just like you used to do when you were drivin the fifty dollar rust buggies!
Most of the time, when power steering moos at you, the level is low. It could also be that it was topped up with the wrong fluid.
