Have you checked the condition of the fuel return pipes. If these are squoshed or damaged, you will get a rich mixture.
Is your ECU/PCM the type that was riveted in place or the one that was clipped into place ? Inr older PCM part number is 1S6D-12A650-BA 1.3 or 5S69-12A650-B? 1.3. ?
Have you had the Computer Box checked out separately as a separate unit ? We repair and refurbish these units and have a high success rate. If we find the unit is OK, Then I would start checking out the harness pluf at the Computer box and that there is no corosion at the terminals.

That was checked out, tested seperately and in another vehicle, terminals clean and sprayed as well
You seem to have quite a problem, Have you checked the part numbers of the 1300 injectors against the 1600 injectors. Also, who checked the Computer box for you as it sounds like it could have a 1600 program in it. Test of PCM was done by the person that do all PCMs for Ford South Africs, nothing was programmed on ,PCM and it ran perfectly for nearly one year, just running a little rich,

I have exactly same problem 5 years Ford cannot sort out
If the engine is cranking and not or battling to start, check the main battery positive cable to the starter and the amperage draw and that the terminals are all clean. Check the Battery negative cable to the body and that the terminals are clean and secure. Fit an extra earth cable from the battery negative to the gearbox.
