Which year town and country do you have? Most everyone is aware of the shifter lockout safety feature. It prevents you from shifting the vehicle out of park until you insert the key, turn to on position, and depress the brake pedal. In the 2000 Honda accord if a brake light is burnt out... the shift lockout also engages. Point being, there could be other causes for the shifter to be locked in park. If you are on a steep hill or jammed hard against a curb, it can feel as if the shifter is locked in park. Would help to have more info from you on this.
