rephrase question on cooling fans. are they suppose to run when vehicle is running

If the car is up to temperature then yes, they will come on and off and the temperature goes up and down. It may also run for a few minutes after the car is shut off to cool the engine

http://forum.chryslerminivan.net/showthread.php/65394-Air-conditioning-A-C-fans, at this link someone posted when cooling fans should run; even operating the wipers can turn cooling fans on, to deal with a problem of water vapor coming off radiator as a result of rain. The list of conditions that cause the fans to run is given at that link. If yours are not running at all, it can be the fan relays, wiring/harness connectors, the fan(s) itself, or the PCM.
