Test shut off valve by Turning key on and off without engaging the starter. If you can hear the click, it's probably ok. Did you replace the accelerator pump on the carb when you rebuilt it? (It usually is included in the carb rebuild kit)

My 74 super beetle use to start and run for a while then shut off. Wait few minutes, it would start up again. I found that the suppled line from the fuel tank was restricted. In another incident, the fuel pump was bad. My suggestions: Check flow of fuel line from fuel tank to fuel pump. Check supply fuel filter (if applicable) for clogging. You said you check the fuel pump operation. You said you overhauled the carburetor. Check to ensure the carburetor fuel tank float and/or float valve is not sticking, which could restrict flow from the fuel pump to the carburetor.
