When this happens I hear a relay switch in the dash clicking on and off rapidly. There is static/interfearence on the radio and I see the handbreak light is on but very dim. The outage last about 5 to 10 seconds.

ooof- gettin' tired of issuing this solution to all my friends with electrical problems, but your battery is filled with acid. Electrical connections do not like acid. only takes a few days for the acid to 'brown out' the electronics NOT offering the full potential (limited Amps)....und zo- CLEAN THE BATTERY, turn the hose loose on it, scrub clean the posts brass wire brush the eyelets, make sure everythings got a spanky-clean composure, then bolt it all together, and WAZAA problem solved.
