Intermittent hardd start Subaru 2.2l

I have a Subaru 2.2l SOHC Turbo installed in a sandrail. When I flip on the ignition switch the pump enegizes the system and the exhaust will let out a loud pop. When I push starter button starter turns slow like getting back pressure. Eventually starts and runs rough for a bit like too much fuel.
