Do these things work? How do they work? I keep seeing them on ebay.
Will it harm the engine in the long run? Are they worth it?

A modern car comes with a "map" of fuel system and ignition patterns, designed by engineers of that car. It is based on a general use pattern. The computer chip will alter that map, and sometimes will give you a performance gain.
