what is the difference between "used car" and "certified preown"?

Certified preowned is a used car that usually goes through some conditioning and has a manufacturers warranty attached to it. Each Manufacturers warranty is slightly different. Check with the dealer who is selling the car on the details.

Mostly a couple of grand for the warranty plus some hype about a super duper inspection. A dealer I know said CPO is mostly baloney.
