Make sure battery has a full charge? Did you visually check for spark at all the plugs, engine cranking? Do you have fuel injector pulse, engine cranking? Any applicable trouble codes?Have you checked voltage and ground, anywhere? Use a test lite for testing. I don't know what testing you have done, because of that I have to start with the basics, voltage and ground. Usually a new pcm has to be programmed. If you haven't already, check the fuses in diagram. Not only check the fuses, use a test light and check voltage on fuse circuit. As you can see, one fuse is hot all the time, the other goes hot with key on. Those fuses are for the switch side and control side of fuel pump relay.
