jaguar s-type year 2000 rev limit does not go beyond 3000rpm what could be the problem

Before I bought a 2003 s type r I owned a 2000 s type base the 3000 rpm limit only occurs when the car is not moving and the transmission is in p or n . This is a safety issue to avoid over revving the engine. Think about it why would you want to rev the engine more than 3000 rpm you aren't going anywhere since the transmission is in park. Put the trans in drive and you can get the engine to go above 3000 rpm. Nuff said
