1992 toyota 4 runner tranmission problems

well i start off in drive seems it is in high gear wont kick down so i drop down to 1st gear take off upshift manually and it changes gears

possibly shift control solenoids maybe. would the overdrive sensor cause this. the O.D. light will come on and start blinking. i have another tranny that is good i got with the vehicle when purchased.
