i have a 1994 camry and I would like to know if I need all 3 fan relays?

If you are driving at 65-70, cruising, does it still overheat? If so it has nothing to do with fan(s). IF it runs at normal op temp then, do look in to why fan is not coming on, if in fact it's not. But start with the basics: check coolant level. With a brand new radiator, you can fill it but after you run the car the level will drop when all water jackets heater hoses etc. fill. COLD put just a little bit in the puke tank. 1/4 full with radiator full to top. NEVER pop cap on hot engine. Next is water pump. It can fail but not leak.
