Replace your thermostat. It must be stuck open. That would be why there is no pressure building up. Try that first and see if the problem goes away. If not, post back and let us know.

If your car has high mileage, check that the radiator has fresh mixture of antifreeze/Distilled water in it. also check that the radiator is in good shape, cooling fins not damaged, and no white stuff (mineral build up) in radiator core. Check v-belts (fan belts) for glazing/shiny. and make sure they are adjusted properly.
