i have been having an issue gettin my power steering to bleed in my 97 corolla. I changed the hose and pump and cant seem to get it to stop whining. I have tried a vaccum pump, turning the wheel with the cap and without cap, motor running and not running.

It should bleed it's self with normal driving and turning. I guess you know the distinctive sound of a 'growling' power steering pump. It wouldn't be the first time a re-built pump was bad right out of the box. As long as the fluid is at proper level and the right fluid: ATF
yeah, it didnt do it till i tried to flush the system and it wouldnt quit whining, so i went ahead and change the hose (hose was leaking). No change in noise so i went ahead and replaced the pump and its the exact same low fluid/air sound. Fluid lvls are currect.
wasnt whining before the flush. I turned the wheel to get the fluid from the rack and introduced the cleaner and clean fluid but it whined and wouldnt get any better after starting the flush.
