Generally this is telling you that your 4WD is not working properly, and you will need to have it serviced and diagnosed by a dealer service department or competent mechanic. It's the equivalent of the "Check Engine Light," for your 4WD system.
what does it mean when both the 4wd lights are blinking

I don't think it is a fuse because the brake lights still work, also when I turn on just the parking lights the head lights shine too
