Can I use the stock amplifier from a 99 ford explorer on a 2007 ford explorer

You'll have to check the amperage on both units. If the newer unit has a higher amperage spec, I would not use it without upgrading the associated wiring/fuses. Auto manufacturers use AWG wire just large enough to carry the load of what is installed. You risk fire or burned wires if the newer amp is rated higher.
