The shift interlock system is electrically driven. If the electrical system failed, the interlock system fails also. There should be a manual bypass for the interlock. Check the owners manual and it will tell you where. You will need a detailed diagram of the electrical system plus a lot of time to trace the problem. Dealership is confused because when they plug in their live data computer it is not pointing to the problem.
If so equipped, you can check the PCM relay. The net should show you how.
