What fuse or relay controls the wipers lights power windows and locks neutral safety switch

central junction box f56 25amp is windows, f61 7.5amp is the lights/ multifunction switch, f63 20amp is locks/ anti theft lock module, f54 15amp is the stop lamp/brake switch clutch/neutral switch, fuses 54,6,and 61 are on the bottom row of the fuse panel and may indicate that that row of the fuse panel has a power problem getting to it. fuse 63 is a single fuse on the back side of the panel with all of the connectors. The battery junction box has the main fuses that supply power to the fuse panel, its diagram is kind of all over the place as ford was testing out how to confuse things even more than usual for the 2000 model year.
Ok let me rephrase my question. Is there one fuse or relay that controls the lights power locks and Windows the neutral safety switch the horn the garages. And the car turns over but won't start.
the short answer is no, but that vehicle uses different paths to the starting system and pcm controlled engine run side of things. You may be experiencing a loss of a ground somewhere. Those vehicles share grounds for multiple systems in the network and will give really random failures that don't seem to have any common denominator.
