i need to have some kind of mod for sterring tilt or swing away
and some way to lower height driver seat

There is no reference to a "Tilt" steering column in the 60-66 T-Bird catalogs. The only one available is the "Swing-Away". Maybe you can modify one from another model car but it is doubtful. The Bird seats frames are as low as they will go. You might be able to have an upholstery shop rebuild your seats and pick up another inch or inch and half.
