Imprezza wrx turbo surges and check turns on and off

My subaru impreza wrx 1996 has been surging and
the check light comes on when it surges, and then
off again when it stops. It happens at anytime
while im driving. I have replaced fuel pump, spark
plugs, air filter, oil, and clean 02 sensor and the
same problem keeps on happening. Does any one
have any ideas on what may the problem maybe?
Its happened for about 5 months.
