1998 Oldsmobile Achieva SL

My horn will not work. I hear a clicking when pushing on the horn, the fuses is
good. Is there a relay too? Or do I just need to replace the horn?

Check for voltage at the horn and trave back, if it's clicking, means relay is working but no power going through it. The horn could be disconnected

The relay could be bad it will still click but if there is no connection inside then no horn
