What's the best motor for a 1987 cutlass want the best motor to use to and transmission and for 26 rims and still have speed

Stock motor options included a 305 or a 350 (same mounts), so fitting a small block Chevy would be the quickest (and cheapest) power boost. As to the oversized rims - I don't think "speed" and "donk" belong in the same sentence. If you want speed off the line, then choose shorter gears in the rear end and a 2 speed tranny, like the racers do, but your gas mileage will suck, especially on the highway.
