Jeep overheating

I have a 2004 jeep grand Cherokee. We have
replaced the radiator due to a massive hole. We
have replaced the thermostat. It's now over heating
(again). The heat doesn't work and makes the gage  
go up even higher. The oil looks clean but the the
coolant looks milky. Blown head? I'd like to know
what you all think before we change the water
pump and end up having a blown gasket or head

If you're worried about a blown head gasket give it a compression test. You can rent or even borrow the tool from most any parts store. Another check for you would be "Block Tester", it tests for hydrocarbons, a byproduct of combustion, in the coolant. Again most parts stores can rent this equipment.
