Question type: Maintenance & Repair

Alright so the four wheel wont engadge, but the vacum lines are hooked up i check everything the front drive shaft spins but the front tires wont spin Jeep wrangler YJ by the way so i'm thinking it the actual vaccum pump any other suggestions?
