air conditioner compressor 1996 Lincoln Town

My AC radiadtor Fan and AC Compressor Clutch dosn't energize. I have 12 Volts at the input to the contacts but the coil of the relay gets no power. I believe that the Power Tran Control Module is not working.

Just to clarify, the are two relay modules one for the fan and one for the clutch, both are dependent on the PTCM which energizes the relay coils for operation. I also can"t locate the PTCM. in the engine compartment
