1988 Lincoln TC has high idle and surge problems

My 1988 lincoln town car has a problem it idles @ 3500 rpm but if i turn the engine off and on it idles normally, then will start to idle high again, need my foot on the brake at stop lights. has a surge going on.

I have replaced the intake gaskets, idle speed control,egr valve,pcv,distributor cap and rotor now what?

I had same problem but I changed the TPS unit (throttle Position Sensor) and now runs fine.
