When I pull the lever in the trunk to fold down my back seat in my 2010 Honda Accord the seat does not release. Is there an alternative method?

Back seat remains stuck in place after I pull the lever in the trunk. What is the
purpose of the piece or hook at the top and middle of the back seat that does
not move or appear to have any function?

pull the lever...then "football tackle" the seat side to side...chunker will let go, and you'll think "now it will vibrate like an AMC pacer" and will never go back as stuck into place without vibration then ever before~...yes ....the FOOTBALL TACKLE~ clearly it was set at the factory to be correct...and isn't like you use it everyday...so yes...have at it!~
the hook is to tie off your load so it does not come loose and smash into the windows~
The 3 hooks at the top on the edge of the package shelf are for securing the back strap of child car safety seats.
I had same problem with Honda accord 2014 Just hold on pulling the handle connected to release cable and then with your other fold the back seat :-) It does not have latch function and locks back when you release it. Do you need to hold it when you fold down the seat
