Value: 2002 Honda CRV vs. 2008 Honda CRV
What would be a better value (financial, reliability, safety, etc.)?
$8000 - 2002 Honda CRV ~70K miles
$10,500 - 2008 Honda CRV ~95K miles
I figure with the 2008, I would have to calculate in an additional 500 - 700
to have the timing belt replaced. I could probably wait 2 years on the 2002
until it hits 100K miles.

Actually, NO, you really shouldn't wait on the timing belt. It's not just mileage, but time. The 2002 is way over due for the timing belt to be replaced. I would definitely choose the newer car...
Choosing the newest model is almost always the better choice unless there's extenuating circumstances. Get the 2008, it's a better deal financially.
From a safety standpoint, the 2008 is your only choice.

If the engine in either Honda is the 2.4L 4-cyl it will have a timing chain not a belt. 2.4L Honda's had a chain beginning in 2002.
